Resolve "Update FluentD Config for Increased Reliability"

Switched away from the (unmaintained and oddly behaving) jq fluentd filter.
Now using the exec_filter to execute jq directly.
Added in an additional filter to avoid getting duplicates stored to elastic--elasticsearch_genid
