Beginning work today on researching operator patterns with Authorization Policies. Hoping to get the ECK Operator and ELK stack deployed successfully and then see what breaks with the new policies

created branch 42-implement-istio-authorization-policies to address this issue

Seems to be working with a policy that allows requests to the default kubernetes service. Still need to test how this will work when deployed in conjunction with the full ELK stack.

After talking with @noahbirrer, it appears that we've added the netPolicies to testing but not the authPolicies. Adding these to test-values.yaml to ensure that the authPolicies get deployed during all testing pipelines

added teamObservability + 1 deleted label and removed teambigbang label

created branch 42-implement-istio-authorization-policies-2 to address this issue
