Updated DEVELOPMENT_MATINENANCE.md to include Fluentbit instructions

Summary

Fluentbit requires secrets from elasticsearch-kibana to be copied over for fluentbit to send logs to elasticsearch-kibana.

Made the following changes:

• Set kyverno/kyverno-policies to true in overrides/elasticsearchKibana.yaml since this better replicates the big bang smoke test
• Removed reference to the branch renovate/ironbank for ek-operator
• Reference fluentbit doc regarding copying secrets over if kyverno/kyvernoPolicies are not enabled
