Fortify - set required labels for kiali

Summary

• Epic work which adds Kiali app and version required labels to Fortify for telemetry capture.
• Updated templating in webapp.yaml to add tpl for label interpretation.
• Added app and version podLabels in values.yaml under mysql.primary.podLabels.
