Gitlab import from URL is broken in v16.5.1+

Description
Describe the problem, what were you doing when you noticed the bug?
When trying to import a project using URL, import by URL throws "There is not a valid Git repository at this URL" on valid Git URL, even when creds are given.
This is a reported bug in gitlab that appeared in 16.5.0, was fixed in 16.5.1, and is now broken again (16.6.1 & 16.8.1).

Provide any steps possible used to reproduce the error (ideally in an isolated fashion).
- Click New project Click Import project
- Click Repository by URL
- Fill in the example project URL into the Git repository URL field.
- Because the project requires a user to be logged on to be visible, enter your Username in the Username field and your Personal Access Token in the Password field.
- Set the Project name
- Set Project URL, Project slug, Project Description, and Visibility Level to your preferences.
- Click Create project at the bottom of the page to proceed.

What version of BigBang were you running?
BB 2.18.0
I also checked BB 2.19.2, Gitlab 16.8.1 also has this bug.
