Disabling MinIO does not disable the creation of the Istio PeerAuthentication Exception for MinIO

Description

MinIO should be disabled in values.global.minio.enabled key, but the minio-exception PeerAuthentication is using the values.minio.enabled key still to check if MinIO is enabled.
https://repo1.dso.mil/big-bang/product/packages/gitlab/-/blob/main/chart/templates/bigbang/istio/peerauthentications/minio-exception.yaml?ref_type=heads#L2 The templates under charts/minio/templates are all correctly using the key values.global.minio.enabled, and I searched the entire gitlab folder for "values.minio.enabled" and it looks like its only still incorrect in that chart/templates/bigbang/istio/peerauthentications file.

Forgot to mention - if you set values.minio.enabled to false, it will indeed not create the PeerAuthentication, but it also breaks the GitLab deployment and gives an error that MinIO should be disabled with the values.global.minio.enabled key.
