Draft: Add SNI routing support for gitlab and registry for use on TLS passthrough loadbalancers & ingress gateways on VPC endpoints

This changes adds support for attaching gitlab to a passthrough load balancer in a cluster. A pass-through loadbalancer is a TCP load balancer that forwards the TLS session transparently to istio for istio to handle the termination instead of the load balancer itself.
