Investigate Using Prebuilt Cypress Docker Image

Spike to investigate if its possible to use a prebuilt cypress docker image that can be stored in IronBank. This may need to be broken out into several issues as there are a few things that will need to be done here:

• Build image to store in IronBank
• Bake cypress configs/shared commands/etc. either into the image or into the helm chart instead of downloading them from git.
