Bump chart/Chart version to 0.4.3

Summary
This change added an entry to the CHANGELOG but the chart/Chart.yaml file version was not incremented as well. This change is needed to re-release the container into registry1.

Iron Bank will be replacing the old container signing certificate with the new container signing certificate. No additional action is required. Users can find additional information regarding the certificate rotation and container signature verification here and here.
Currently supported Big Bang Version is 2.35
