Investigate harbor cypress test issues

Why

Harbor cypress tests are very inconsistent with the results, ranging from failures to connect to the dev endpoint, to stalling out during the cypress test calls. The test failures are particular to umbrella chart, as seen here in these pipeline soft failures:

Proposed Solution

Refactor cypress tests in harbor to better align with the consistency of bigbang umbrella tests.
