Summary

Resolve an issue with cypress tests on the bb umbrella side that require 443 open at the serviceentry level for the harbor endpoints by utilizing a default-open if istio enabled 443 serviceentry listener

see bigbang pipelines for tests against harbor, confirming the Clean Install phase of cypress tests to always pass, as well as the second phase of Upgrade cypress tests. The first phase utilizes the original (pre-MR) package, causing intermittent failures due to a missing listener.
