Summary

SKIP UPDATE CHECK SKIP UPGRADE added since we're re-doing a tag. And, the prior version installed postgres image 7.4 . Big Bang umbrella is currently using release 1.16.1-bb.0 which has tag a postgres tag of 16.2, so we'll be ok on the upgrade at umbrella level.

Fix some missed image tag versions
