There's a known issue for Harbor OSS version 2.15.0 that proxy cache project from Docker Hub not work. ref:https://github.com/goharbor/harbor/issues/23025. This issue will be fixed in Harbor OSS version v2.15.0 and Harbor-helm version 1.19.1
