feat(OSCAL): add lula validations for automated assessment

Summary
Integrating Lula Validations into the OSCAL to enable automated control validation in pipelines.
Currently this composes all validations into a single oscal-component.yaml file. The lula team will be working to improve user/developer experience around any items that become failing due to changes in the package (architecture, major version, etc).
