Fix OSCAL templating

Summary

Transient templates in the upstream NIST OSCAL were not being completely resolved during generation. (See the generation annotation in the oscal-component-definition.yaml file. This functionality would likely break on future versions of lula than that of which the pipeline is using today.

This resolve that (using a newer version of Lula that included the fix) while also adding a lula-config.yaml file to reduce the assessment-results down to a result. Additional functionality can be instrumented from the config file.
