Changes misdirected request envoyfilter to work with non-standard ports

Related to https://repo1.dso.mil/platform-one/big-bang/bigbang/-/issues/802

When a user uses a non-standard port authority contains that port. It was causing issues in envoyfilter because we were checking if authority==servername.
