Add shared egress routes via bb-common routes.outbound

Summary

Lets the egress-gateway package render shared egress routes centrally, by consuming bb-common as a subchart and exposing its native routes.outbound. Each entry produces one waypoint-bound ServiceEntry per host (in the istio-egress namespace) plus an ALLOW AuthorizationPolicy per consumer source.

This will be used in umbrella as a central place to manage duplicate/shared ServiceEntries to avoid conflicts.

helm unittest -f 'unittests/*_test.yaml' chart — 5 suites / 17 tests pass, including routes_test.yaml covering the ServiceEntry + ALLOW policy rendering (namespace and SA-principal sources, custom ports, and the waypoint default). tests/test-values.yaml exercises the same routes in the package CI deploy.
