Fix Tetrate Gateway Image integration
1. Description
With the recent update to 1.23.2 chart update and package changes, the Tetrate image enablement no longer works. A fix needs to be investigated and implemented. This may require templating changes to the Istiod and Gateway packages.
2. Acceptance Criteria
- Validate that Tetrate images are pulled when enabling the enterprise boolean.
