Create automated run of renovate bot

Renovate bot requirements:

• Shall run in Gitlab every 24 hours. Suggest using a pipeline, but that is left up to the implementer.
• Shall check all projects under repo1.dso.mil/platform-one/big-bang for renovate and process them
• Shall include Iron Bank robot credentials to login in to registry1.dso.mil to check versions. Credentials shall be kept secret using best practices.

renovate-runner CI needs a gitlab user access token with read_user, api and write_repository permissions and access to every repo we want it to work on.

renovate also needs an ironbank robot account that has query permissions. the current one only has pull permissions.

Gitlab user access token has been created. Still need IB robot account.

Robot account has been figured out.

All requirements have been met and bot will run every night at midnight.
