Update Kiali version to v1.36.0

Issue 509 Update Kiali images and upstream Helm chart used to v1.36.0

• Update upstream helm chart
• Update image versions used
• Add new entrypoint script/wrapper to address an issue with the Kubernetes library in Python by downgrading the library
• Remove cr.spec.custom_dashboards from values file, since it doesn't match the expected syntax
