Resolve "OSCAL Version Update"

Currently applications within Big Bang (and Big Bang itself) have an older version of OSCAL (1.0.0) and we are trying to update and standardize all to OSCAL 1.1.1 . This merge request and subsequent will ask to merge into main to update all OSCAL to the same version. Current merge request is to update Kiali to OSCAL 1.1.1 and start the standardization process. See the OSCAL references link for this indicates no other changes required.

Commit pushed and passed pipeline.

Tested per steps in the release engineer guide here. Able to log on through SSO and no errors during tests.
