Resolve "Kiali migrate from using Cytoscape to Patternfly"

Summary
This MR updates the cypress tests for Kiali to be compatible with their new patternfly-based chart rendering components and disables the override that was blocking them. I also had to make minor edits to the wait script to be compatible with the bb umbrella runners.
