Upgrade pipeline job broken because wait-for-ready pod is stuck in "Terminating" state.

An MR with no changes (only a version bump) reproduces this issue. Example: !92 (closed).

It seems the pre-upgrade pod from the wait-for-ready job gets stuck in the Terminating state. We should figure out why this is happening and fix it.
