Summary

Kyverno will fail to verify signatures for Iron Bank images without these changes as of Kyverno v1.11.0 because Iron Bank does not upload signatures to a transaction log. Default behavior needs to be more explicitly overridden to skip transaction log checks by setting ignoreTlog: true and url: "". (Summarize the purpose of the MR)

NOTE: SKIP UPGRADE added because the current version of kyverno-policies will fail with the newest version of kyverno, thus the changes included in this MR.
