SKIP UPGRADE removed exclusions from kyverno-policies repo for automount service account tokens

Removing the exclusions i added for disallow-automount-service-account-tokens and moving them to proper bigbang area

NOTE: Added SKIP UPGRADE because the update pipeline has been non-functional for a period of time. Looks to be something about the tear down timing out.
