Autoscaling portion of the Chart is non functional

If you present the keys in the values file, you should have the function properly defined in the chart. Autoscaling of the pod is called Horizontal pod scaling and it goes up and down according to the resource mentioned in its horizontal scaling yaml file. If you look inside the template/read and template/write, I don't see any horizontal scaling yaml file put together in the chart. Please test the chart before you release them.
