Fix: renovate registry declaration / gel image tag

Description

Main target for the issue referenced below was to develop a renovate.json configuration that would encompass checks for loki and Grafana enterprise logging images. The previous configuration did not consume/declare a registry and as such it defaulted to docker.io.

Other changes

During the renovate testing, it was noted that the current tag for the grafana enterprise logging image does not exist in registry1 and the fix (v1.3.0 -> 1.3.0) was included here with a chart version bump.
