Resolve "Check for and eliminate any drift in the loki chart"

Summary

Synchronize the chart with upstream 6.6.2. No significant drift was detected, but lots of spacing, comment, or other trivial differences were eliminated.

The bulk of this MR is spent updating and organizing the dev/maintenance documentation. Large portions documenting necessary differences in our implementation were entirely missing. Many sections were out of order, relative to values.yaml, which would cause a lot of jumping around for someone who was trying to verify every item.

There were a variety of markdownlint warnings as well. All but a few are now eliminated by this MR.
