NetworkPolicy Template Updates & DEVELOPMENT_MAINTENANCE Fixing

Ryan Garcia requested to merge renovate-update-fixes into main

Some configs and documents didn't fully make it into main branch and causing Loki to fail in BB pipelines. Placing configs back into package.

Also finalizing NetworkPolicy templates, Loki itself does not require kube-api egress/access and also fixing indentation + conditionals on external-egress template.
