Fix loki tag annotations in Chart.yaml SKIP UPDATE CHECK

The 2.7.0 tag for these images don't exist and have been updated to latest:

  • docker.io/grafana/enterprise-logs-provisioner:2.7.0 --> docker.io/grafana/enterprise-logs-provisioner:latest
  • docker.io/grafana/loki-helm-test:2.7.0 --> docker.io/grafana/loki-helm-test:latest

Tested with docker pull locally to ensure these images are actually present.
