Annotate Mattermost Operator pods with Istio version

Added helm magic in the deployment file to add the ability for podAnnotations from the values file.

Lets also add a podAnnotations: {} to the main values file, maybe with a commented out example too (and then regenerate the readme to make sure that gets added to the values table).
