SKIP UPGRADE Patch-Fix-Dependencies.yaml-logic

This issue is to fix the current pipeline logic for the dependencies.yaml

Pipeline will need to pass with the SKIP UPGRADE keyword due to the way the current main branch utilizes the old dependencies.yaml; Issue should be resolved in the future once change is merged
