Resolving an issue with R2-D2 with generating release notes for Metrics Server

Relevant logs/screenshots

Metrics Server release notes for release 2.23.0 were improperly generated, and I believe it's due to the following whitespace that was found in the changelog for that entry. This MR will address it.
