Changes to strip completed pods for sidecar monitoring

For https://repo1.dso.mil/platform-one/big-bang/apps/core/monitoring/-/issues/43

Pulled the relabeling from the comment here. No side effects observed, before/after reveals only pods excluded are the ones not in a Running state.

Since the Istio PodMonitor is the only one that we've seen cause issues I think this will resolve the linked issue in the context of BB.
