Update to chart 41.7.3

This MR contains the following updates:

registry1.dso.mil/ironbank/opensource/bats/bats	patch	1.8.0 -> 1.8.2

Image versions were checked for each chart upgraded.

The only outlier was the grafana upstream chart is using tag 9.2.3 instead of 9.2.2

This is because the Chart.yaml dependencies declare x.x.* for version and it pulled a newer version. This was deemed still acceptable.
