Resolve "SNMP_exporter add-on to Prometheus"

Summary

Adds the prometheus-snmp-exporter as a sub-chart, but keeps it disabled by default.

Includes dev/maintenance and other documentation updates to support this new sub-chart.

Reorganizes the dev/maintenance guide so that all of the code updates are together in the same section and are referenced elsewhere.
