Flux monitoring

  • Adds PodMonitor to allow Prometheus to scrape Flux controllers
  • Adds Flux dashboards to Grafana
  • Adds Kpt control on dashboards (istio and flux). Moved location of dashboards in process.
  • Adds Flux feature enable in values.yaml
  • Minor bug fix with Grafana Virtual Service to override values
