EXPERIMENTAL bb-common implementation

This release of monitoring incorporates the experimental bb-common network policy implementation. This should require no configuration changes for Big Bang users, but does expose the ability to configure network policies by way of a shorthand implementation. The documentation for this is available here.

This implementation may be removed in a future release, so use it at your own risk.
