Resolve "Some of monitoring's netpols need helm hook annotations"

Summary

This MR fixes an issue in certain environments where there is a race condition between deletion of the previous version of monitoring (without the bb-common integration) and the new version of monitoring (with bb-common) causing some jobs to fail.

Relevant logs/screenshots

Unfortunately, this is something that's not reproducible in our k3d-dev environment, so no logs I have will prove out the fix.
