Upgrade Monitoring Stack to Upstream 14.0.0

Branch pulls in changes to bump monitoring chart from upstream kube-prometheus-stack version 11.0.0 to 14.0.0, which is a middle ground between the latest release and the available ironbank images in registry1.

Only caveat from upstream:
