Neuvector cypress fix

All packages/master pipelines are failing on the "connected" selector - https://repo1.dso.mil/platform-one/big-bang/bigbang/-/jobs/17009134

This MR does two things:

• narrows scope of connection selector
• adjusts the scanner test to validate it has at least 1 scanner connected

Proof this passes the BB pipeline in https://repo1.dso.mil/platform-one/big-bang/bigbang/-/merge_requests/2322
