General MR

Summary

This MR updates the egress-kube-api-cert-upgrader, egress-kube-api-controller, egress-kube-api-enforcer, egress-kube-api-scanner, egress-kube-api-updater network policies to allow setting the vpcCidr value. This value is defined in the global network policies settings below. metrics-server requires the vpcCidr to run successfully with network policies enforced on EKS.
