Update renovate to include helmv3 dependencies

Updated renovate.json to read Chart.yaml dependencies

As per Ryan Garcia, no need to update README.md, CHANGELOG.md, or bump Chart.yaml version

EDIT: Added Matt Vasquez to CODEOWNERS as this project had apparently been overlooked when adding him to the devops team.
