Allow Nexus to create a Raw Repo

Added a job to create multiple/single Raw repos to Nexus. This also creates the template to create other repos in different formats.

When Repository is enabled a Raw repo are added to a downstream values.yaml, the Repository job should allow for a list of raw formatted repositories to be created.
