SKIP UPGRADE: Change $registry.host to use tpl

Closes #39 (closed)

Tested on a local bb-quickstart with both static and {{ .Values.domain }} template values. Manual tests were ran with both istio enabled/ingress disabled and istio disabled/ingress enabled (though more testing can be performed if desired)

Added skip upgrade due to an issue with the helm test.
