Other changes:
- Removed the
(not istio)conditional on ingress - in my opinion this is an unnecessary extra conditional/variation from upstream for us to maintain. Other packages have similar ingress conditionals and I believe deploying both an ingress and Istio VS works fine. - Modified the dev maintenance doc to clarify some things around testing and upgrading. Happy to revert or change anything that isn't clear - the goal was to make it more obvious how to test and clean up some unnecessary items.
