Draft: Add SNI routing support for nexus for use on TLS passthrough loadbalancers & ingress gateways on VPC endpoints

This changes adds support for attaching nexus to a passthrough load balancer in a cluster. A pass-through loadbalancer is a TCP load balancer that forwards the TLS session transparently to istio for istio to handle the termination instead of the load balancer itself.
