Update kiali labels

Summary

• Synced chart from upstream where all required app.kubernetes.io/* labels existed
• Removed bigbang added label as it is now coming from upstream
• Updated IB image to 3.18.1
• Updated Gluon from 0.5.4 to 0.5.12

**Note: I realized afterwards that gatekeeper isn't Istio-enabled so there is still a 'Missing Sidecar' message. However, since the changes were already made, I figured may as well just do this one in the event it does become Istio-enabled in the future.
