Add exception and justification for host path violations in kube-system namespace

Verified no instances of kube-system in results of kubectl get k8spsphostfilesystem.constraints.gatekeeper.sh allowed-host-filesystem -o json | jq '.status.violations' after changes

I had to change the "readOnly" parameter to "false" The path added to allowedHostPaths was /var/lib/rancher/k3s/storage
