Added plugins to container and pushed to gitlab

This will help with these issues: https://repo1.dso.mil/platform-one/big-bang/bigbang/-/issues/219 https://repo1.dso.mil/platform-one/big-bang/bigbang/-/issues/220

And will allow for easier airgap installation.

Also fixed an issue with an internal postgres always deploying by adding requirements.yaml
